Colorado Regulators Delay Fracking Rules Action

Amid cries for Stronger safeguards regarding the public disclosure of chemicals used in hydraulic fracturing (fracking), the Colorado Oil and Gas Conservation Commission (COGCC) on Monday put off for a week or more finalizing the state’s proposed new rules on disclosing fracking chemicals used in oil and gas shale fracking operations. COGCC heard more than 11 hours of testimony in Denver.

Transportation Note

NGPL reported receiving notification that there will be no upstream processing at inputs into the Louisiana Line for January. Absent mitigating actions acceptable to the pipeline, effective Jan. 1 until further notice NGPL may not confirm nominations of any gas source for receipt into the Louisiana Line (Segments 23, 24 and 25) that would cause the line’s gas quality blend to exceed 1,050 Btus per cubic foot. Transportation Notes

Kern River reported receiving notification late Thursday afternoon that operational problems at Opal Plant potentially could cause a supply shortage to the pipeline of about 120,000 dekatherms. Upon Kern River’s request, plant operator Williams Field Services agreed to keep Kern River shippers whole for Thursday’s gas day. In a follow-up notice Friday, Kern River said Thursday’s supply shortfall from Opal was 108,000 dekatherms. Kern River asked that WFS deliver an extra 25,000 dekatherms Friday and an extra 15,000 Dth/d Saturday through Monday in order to restore the pipe’s linepack. A Williams spokesman said Monday that Opal Plant had experienced a one-hour power outage Thursday, and also received a batch of gas with excessive moisture content. However, there were no operational issues remaining Monday, he said.
