Northwest said nominated northbound volumes through Kemmerer Compressor Station and the Plymouth South constraint point continue to substantially exceed design capacity, impacting the pipeline’s operational integrity. As a result, effective Wednesday until further notice Northwest is declaring OFOs at both points If scheduled quantities for Wednesday’s gas day exceed the design capacity of 655,000 Dth/d at Kemmerer or 536,300 Dth/d at Plymouth South, Northwest will provide shippers with their contract-specific, realignment or must-flow OFO obligations by 4 p.m. MST.

Transportation Notes

ANR began repairs Tuesday at its Portland (IN) Compressor Station in the Northern Fuel Segment (ML-7), which are limiting Defiance South-CTFP northbound capacity by 190 MMcf/d, leaving 919 MMcf/d available through Friday. Based on current nominations, it is anticipated that the reduction may result in the curtailment of IT and Firm Secondary nominations, ANR said.

Noting that for Thursday’s gas day primary nominations northbound through the Kemmerer (WY) Compressor Station were about 700,000 Dth/d in the Timely cycle, Northwest asked that customers who may be subject to a Kemmerer Realignment OFO voluntarily realign supplies from points south of Kemmerer to points north of the station in order to reduce primary nominations below the operational capacity of 680,000 Dth/d. If nominations in the Timely cycle for Friday exceed 680,000 Dth/d through Kemmerer, Northwest said, it may issue a Notice of Recall and declare an OFO to become effective Saturday. Northwest reminded Receiving Parties that all points north of Kemmerer are still under a Stage II (8% imbalance tolerance) Overrun Entitlement and it encouraged them to procure “sufficient supplies north of Kemmerer to avoid the issuance of an OFO and possible entitlement penalties.”

NGPL said its Gulf Coast system was at capacity Tuesday for northbound flow upstream and through Station 309 (Segment 27), and ITS/AOR transportation was at risk of not getting fully scheduled. Based on anticipated level of high nominations due to the cold weather in the Market Delivery Zone the availability of this service is extremely unlikely, the pipeline said. Secondary out-of-path transportation is at risk of not getting fully scheduled on Wednesday, it added. It will be requiring withdrawals from NSS to be on an in-the-path transportation.

TransColorado Gas Transmission announced plans last week to move forward with an expansion project designed to provide 300,000 Dth/d of increased firm transportation out of the Piceance Basin to a proposed interconnection with Wyoming Interstate Co. at the Greasewood Hub in Colorado.

TransColorado Tests Market for 300,000 Dth/d Northbound Expansion

Increasing Piceance Basin production in Colorado and new takeaway capacity out of the Rockies to Midwestern markets have prompted TransColorado Gas Transmission to test market interest in a 300,000 Dth/d expansion of its system.
