FERC Slaps CNG’s Hand, Grants NAEC’s Complaint

FERC gave CNG Transmission a slap on the hand and ordered it tohonor North American Energy Conservation’s (NAEC) right of firstrefusal (ROFR) on 13,350 Dth/d of firm transportation capacity for atleast one year. But the Commission also intends to take a closer lookat CNG’s capacity reservation and posting practices and wants thepipeline to explain why it discriminated against NAEC in awarding thecapacity to another shipper (see Daily GPI, Sept. 8).

TransCanada Sees Gas Market at 87 Bcf/d by 2010

A continental supply and demand analysis released by TransCanadaPipelines in its most recent Update projects the North American gasmarket will grow to 87 Bcf/d by 2010 from 68 Bcf/d in 1998, a 28%increase, with gains made in every region of the continent.

Duke a Big Player in Latin American Generation

Aiming to be “as strong a company in Latin America as it is inNorth America,” Duke Energy International agreed to exchange $405million for Dominion Resources’ portfolio of hydroelectric, naturalgas and diesel power generation businesses – totaling 1,200 MWgross capacity – in Argentina, Belize, Bolivia and Peru. In thelast week Duke Energy International has pledged to purchase 3,800MW of generation capacity in Latin America in three separatetransactions for about $1.285 billion.

Mexico Defines Another Distribution Zone

Mexico’s energy regulatory commission (CRE) defined the gasdistribution geographic zone of North Bajio to includemunicipalities Aguascalientes-Jesus Maria-San Francisco de losRomo, Aguascalientes; San Luis Potosi-Soledad de Graciano Sanchez,San Luis Potosi; and Zacatecas-Guadalupe, Fresnillo, Calera andMorelos, Zacatecas. About $35 million will be needed to develop thedistribution network, the CRE said. Belgian company Tractebel issaid to be interested in developing the distribution system. Theregion has more than 1.6 million residents and 342,000 homes 86% ofwhich are equipped with running water and liquefied propane gasinstallations. The homes consume about 16.2 MMcf/d of propane.
