Transportation Notes

A day after rescinding Conform Transportation Services to Scheduled Nominations and FTNN (Firm Transportation No-Notice) Hourly Limit OFOs affecting several utility meters in New York state, Dominion said the same OFOs would be in effect for the same meters Sunday. Dominion also planned to implement those two OFOs Sunday in its PL-1 service area in the Mid-Atlantic.

Dominion said it would implement Conform Transportation Services to Schedule Nominations and FTNN (Firm Transportation No-Notice) Hourly Limit OFOs for its PL-1 service area in the Mid-Atlantic effective with the start of Monday’s gas day. The same two OFOs will be applied at the start of Tuesday’s gas day to several New York state utility meters. See the bulletin board for OFO conditions and requirements.

Tennessee lifted Friday a Critical Day 1 OFO for Zones 1, L, 2, 3, 4, 5 and 6. Tennessee also said it had resumed allowing due-shipper imbalance payback nominations.

After rescinding Monday FTNN (Firm Transportation No-Notice) Hourly Limit and Conform Transportation Services to Scheduled Nominations OFOs that it had implemented last week for seven utility meters in New York state (see Daily GPI, Jan. 6), Dominion said the same OFOs will be reinstated Friday for the same New York meters.

At noon EST Wednesday Dominion added FTNN (Firm Transportation No-Notice) Hourly Limit and Conform Transportation Services to Scheduled Nominations OFOs in its PL-1 service area in the Mid-Atlantic to the ones it had announced a day earlier for seven utility meters in New York state (see Daily GPI, Dec. 31). The first PL-1 OFO affects 14 pipeline/utility meters, while 13 meters are impacted by the second OFO. See the bulletin board for details.

Dominion said it will implement Wednesday an FTNN (Firm Transportation No-Notice) Hourly Limit OFO and a Conform Transportation Services to Scheduled Nominations OFO for seven utility meters in New York state. OFO conditions will be similar to those of ones issued prior to Christmas (see Daily GPI, Dec. 24). See the bulletin board for details.

Transportation Notes

Taking the rare step of issuing an OFO on the morning of its implementation, Southern California Gas (SoCalGas) declared a high-linepack OFO on the Intraday 1 nominations cycle for Wednesday. The giant LDC said it would assess Buy-Back charges in accordance with its rules and tariffs to customers who delivered more than 110% of their actual gas usage on the OFO day. The OFO was extended with the same conditions through Thursday.

Because primary firm nominations through the Plymouth North Constraint Point for the Timely cycle of Thursday’s gas day were below the available capacity of 453,000 Dth/d, Northwest discontinued the Declared Deficiency Period for the point Thursday and said it would allow new nomination requests in the Evening and Intraday cycles up to 500,000 Dth/d. If primary firm nomination requests for Friday exceed 453,000 Dth/d, Northwest said, it will declare a new Deficiency Period for the remainder of the work, which it expects to complete that day. It plans to schedule up to Plymouth North’s design capacity of 553,000 Dth/d for Saturday.

Southern California Gas declared a high-linepack OFO for the Evening nominations cycle of Friday’s gas day, saying it will assess Buy-Back charges in accordance with its rules and tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day.
