Pennsylvania’s Impact Fee Bill: ‘Not Perfect, But…’
As Pennsylvania prepares to put in place a unique mega-law ( H.B. 1950) to regulate and tax its blockbuster baby, the Marcellus Shale, nobody thinks it’s perfect, but most are prepared to live with it and work to improve it (see related story).
Pennsylvania Wants Operator Wastewater Clarification
The Pennsylvania Department of Environmental Protection (DEP) is sending certification letters to approximately 80 operators in the state, asking them to certify by Aug. 29 that they have stopped delivering wastewater from Marcellus Shale gas drilling to municipal treatment facilities.
Few Small Gains Avoid Overall Dips; Northeast Plunges
Nobody is proclaiming winter as “over” yet, but the worst is past as far as many are concerned. The downhill slope for Northeast citygates grew even steeper Friday, and most other points joined them with more mundane losses. Several scattered points ran against the overall market grain by being flat to about a dime higher.

DOE Official: Any Transmission Corridor Needs Projects
What happens if the U.S. Department of Energy (DOE) designates a national interest electric transmission corridor (NIETC) in the United States and nobody steps forward with a proposed transmission project? A DOE official last Tuesday said this scenario would be a “challenge,” noting the lack of “carrots and sticks” available to address such a situation, at least at the federal level. States and regions should start thinking about how they would respond to such an eventuality, said the DOE’s Poonum Agrawal.
Rockies Pipes Hold Out Against Overall Price Plunges
Nobody got faked out by the semi-pause Thursday in last week’s headlong price tumble. As NGI sources had predicted, softening resumed Friday with a vengeance. Except for flat to only moderately lower numbers in the Rockies, prices tended to slump between about 40 cents and nearly $1.80. Most losses were in the range of 50-80 cents.
Everybody’s Talking about the Weather — Question is, Who’s Right?
To paraphrase a quotation attributed to Mark Twain (aka Samuel Clemens), everybody talks about the weather, but nobody seems to agree about the forecasts. Will El Nino warm up the Northeast and cool off the South and wreak havoc on utility and natural gas earnings? Will the Pacific Northwest have less rain this winter? And, most important, will the snow stop long enough in the Northeast to shovel the walkways clear for a day?

Western Plunges Lead Overall Rout in Weekend Market
It was an easy call to predict lower prices for the low-demand Memorial Day weekend, so nobody got caught by surprise Friday when an across-the-board dive swept the market. No point fell less than 20 cents, and western declines tended to be significantly larger than that.
Mild Weather Again Weighs Heavily on Prices
A popular Mark Twain quotation goes, “Everybody talks about theweather but nobody does anything about it.” Well, utilities andend-users don’t want anybody doing anything at all about theweather because it was the primary reason (again, for the umpteenthtime) for prices to return to double-digit descents Friday in mostcases.
