GA Deregulation Amendment Moving Quickly

With seven scheduled days left in the present legislativesession, an amendment aimed at simplifying the assignment processin Georgia’s gas deregulation law is steam-rolling its way throughthe legislature. House Bill 822 passed through the state House ofRepresentatives with a 164-0 vote on Tuesday, and after a briefstay in the hands of the Senate Finance Committee, it is on its wayto the Senate floor for approval.

Alliance Breaks Ground, Begins Construction

Moving one step closer to bringing 1.325 Bcf/d of gas fromWestern Canada to Chicago, Alliance Pipeline last week announcedthe start of construction with the clearing of 410 miles offorested rights-of-way for mainlines and laterals in northwesternAlberta and northeastern British Columbia. The entire system isexpected to be completed and in service by October, 2000. Alliancesaid it already has commitments from 37 shippers for 15-yearcontracts worth a total of $8.2 billion. Agreements have beenreached with 93% of landowners along its 2,320-mile route acrossCanada and the United States, while time to complete the NEBproceedings has been built into the construction schedule.

TX Merchant Power Moving Ahead

Calpine Corp. has raised $265 million to complete constructionof a 510 MW expansion of its Pasadena, TX, power plant. Calpine,based in San Jose, CA, and the largest independent power producerin Texas, broke ground on the Pasadena plant expansion in November.The company expects to begin electricity production in June 2000 tohelp meet peak summer demand. The Pasadena plant currentlygenerates up to 240 MW of capacity. With the expansion, it willgenerate enough electricity to power 750,000 households.

Aftermarket Slightly Lower But Firmer Than Expected

Although generally moving a little bit below index levels, theinitial February aftermarket proved stronger Monday than manytraders were expecting. Several points managed to stay flat toindex. Considering how little weather demand there was in majormarket areas and the difficulty some suppliers reported inscrounging up buyers, it was surprising how little price erosionthere was, a Texas marketer said.
