ISO-NE Interim Report Finds No Evidence of Anti-Competitive Behavior During Cold Snap

A four-month review by ISO New England’s market monitoring department found no evidence of anti-competitive behavior among power generators during mid-January’s bitterly cold weather in the region, and determined that requests for outages for economic reasons were within established market rules and ultimately had no impact on reliability or real-time prices during the period.

PJM Probing Power Import Move that Spiked Loop Flows, Prices

PJM Interconnection’s market monitoring unit (MMU) is taking a closer look at a series of events that took place earlier this month involving a power trading practice that churned loop flows higher by more than 3,000 MW and increased prices after a gulf emerged between contract and actual power flows at the grid operator’s interfaces with American Electric Power (AEP) and Dominion Virginia Power.

After advising on its bulletin board Monday that it wasmonitoring conditions for the necessity of an OFO, Florida GasTransmission issued an Overage Alert Day notice Tuesday due to highmarket-area demand. The notice applies to the system east ofStation 12 (Santa Rosa County in the Florida Panhandle) and carriesa 4% tolerance for negative daily imbalances. The pipeline willdecide this morning whether to extend the notice through today’sgas day.
