With its projected linepack threatening to sink well below minimum target levels, Pacific Gas & Electric made a belated declaration of a systemwide Stage 2 low-inventory OFO for Wednesday on its California Gas Transmission system and extended the OFO through at least Thursday. The penalty for exceeding a negative daily imbalance tolerance of 5% was set at $1/Dth on both days.
Absent Hurricanes, NGSA Sees a Summer Gas Market Much Like Last Year
If hurricanes avoid the Gulf of Mexico again this summer, the U.S. natural gas market can expect to see a repeat of last summer when interruptions were at a minimum and prices were basically kept in check, the Natural Gas Supply Association (NGSA) said Wednesday.

TGT issued an OFO that took effect Saturday and directs no-notice and storage customers “to comply with the 68% minimum seasonal storage withdrawal obligations in their service agreements.” The OFO will remain in place until April 1, TGT said. See the bulletin board for further details.
Skilling’s Prison Term Delayed while Appeals Court Deliberates
Ex-Enron Corp. CEO Jeffrey Skilling will remain in the warmer climes of Houston — at least for the time being. Skilling was to report to a minimum security Minnesota prison on Tuesday to begin serving his 24-year sentence, but the U.S. Fifth Circuit Court of Appeals is considering his request to remain free while he appeals his convictions on 19 criminal counts (see Daily GPI, Oct. 13).
