The first cargo of liquefied natural gas (LNG) from the Angola LNG plant is on its way to Brazil on the SS Sonangol Sambizanga, one of seven 160,000-cubic meter LNG vessels contracted to the Angola LNG project, one of the largest energy projects on the African continent. Angola LNG is a partnership of Sonangol, Chevron Corp., BP plc, ENI and Total that will gather and process gas to produce and deliver LNG and natural gas liquids (NGL). “First gas at Angola LNG is an important milestone in support of our strategic plan to grow our production,” said George Kirkland, Chevron vice chairman. The $10 billion project will collect and transport gas from offshore Angola to an onshore liquefaction plant on the coast near the Congo River. The project has the capacity to produce 5.2 million metric tons per year of LNG, 63,000 b/d of NGL for export and 125 MMcf/d of natural gas for domestic consumption, Chevron said. “The project represents the first LNG project in Angola, and it is expected to contribute to the development of Angola’s natural gas industry,” said Ali Moshiri, president of Chevron Africa and Latin America Exploration and Production Co. Five and a half years ago it was expected that some supply from Angola LNG would land in the United States (see Daily GPI, Dec. 11, 2007).

The Federal Energy Regulatory Commission (FERC) approved a National Fuel Gas Supply Corp. request to begin construction of compressor and meter stations associated with its Northern Access Project in Pennsylvania and New York. The project, which was approved by FERC in October, is designed to transport 320,000 Dth/d of gas from the Ellisburg Compressor Station in Potter County, PA, to its connection with the Niagara Spur Loop Line (NSLL) at East Aurora, NY [CP11-128]. FERC also approved National Fuel’s request to begin construction of its Line N 2012 Expansion Project, which would increase the takeaway capacity from the Marcellus to serve Northeast markets [CP11-512]. FERC also approved a Texas Eastern Transmission request to begin construction of its Philadelphia Lateral Expansion in Delaware County, PA [CP11-508].

Transportation Notes

Saying it needed to protect system integrity and due to excessive hourly takes exceeding scheduled quantities, Tennessee issued meter-specific Balancing Alert OFOs Monday affecting two LMSMA contracts (71054 and 943030). They are required to maintain an actual daily flow rate not exceeding 2% or 500 Dth, whichever is greater, of scheduled quantities.

Gulf South has made a couple of small changes in the scheduling of meter outages during in-line inspection pigging on Index 287 in the New Orleans area that began Tuesday and will continue through Aug. 25 (see Daily GPI, July 26). See the bulletin board for details.

Transportation Notes

Although it lifted a meter-specific Balancing Alert OFO, Tennessee cited high temperatures across much of its system in saying a systemwide Imbalance Warning would become effective Wednesday. The action requires “all delivery and receipt point operators to match physical flow to scheduled volumes regardless of cumulative imbalance.” Later the pipeline also said that due to anticipated hot weather, it was issuing an OFO Action Alert for market-area Zones 5 and 6 that would take effect Thursday.

Gulf South plans to perform meter maintenance for about eight hours Monday at its South Raymond-Expansion interconnect with Texas Eastern in Hinds County, MS. Flow will be shut in for the duration, Gulf South said, but it will keep nominations there whole for the day.
