30-Mile Marcellus-Focused Pipeline Draws Customer Interest

Prospective customers have stepped up for a sufficient amount of firm capacity on a proposed 30-mile extension of the Central New York Oil & Gas Co. LLC (CNYOG) pipeline system during a nonbinding open season, CNYOG parent Crestwood Midstream Partners LP said Monday.

Twin Eagle Resource Management LLC said it will market crude oil rail trans-loading capacity at GT Logistics LLC’s GT OmniPort facility in Port Arthur, TX. GT Logistics operates a unit train facility with about eight miles of track, 18 rail car unloading racks and a two-station barge dock. It maintains direct rail service with the Union Pacific and Burlington NorthernSanta Fe rail lines. The facility has direct access to the Intercoastal Waterway and will have deepwater access after further capital investment, the companies said. GT OmniPort began operations in September and has capacity of 100,000 b/d. Twin Eagle unit Enserco Midstream LLC plans to construct four crude oil storage tanks at the GT OmniPort facility that are expected to be operational in the third quarter. The parties intend to construct additional storage capacity and to establish pipeline connectivity with refiners and other markets in the area. GT OmniPort is adjacent to the Port Arthur refinery community, which has demand for about 2 million b/d of crude oil.

Marc Rowland, who was CFO of Chesapeake Energy Corp. before leaving to run onshore oilfield services company FTS International Inc., has been elected to the board of Warren Resources Inc. Warren, based in New York City, is an onshore domestic producer with a portfolio of assets in California, Wyoming and the Niobrara formation. Rowland had worked at Chesapeake for 18 years and served as CFO from 1993 to August 2010. He became president of FTS predecessor company Frac Tech in October 2010, three months before the company filed an initial public offering (see Daily GPI, Sept. 20, 2011). Rowland was named CEO in May 2011 and held that position until November.

Federal Energy Regulatory Commissioner Marc Spitzer stepped down from his post last Wednesday (Dec. 14), ending a five-year term on the Commission. Spitzer’s term expired on June 30, but in the absence of a replacement he was empowered to continue in the post until Congress goes into recess at the end of the year. Republican Spitzer has been known for emphasizing a cooperative, bipartisan approach to energy issues and has been supportive of the shale gas revolution and its impact on the electric power industry. The former chairman of the Arizona Corporation Commission has not said what his plans are for the future. Spitzer’s departure leaves the Commission with three Democrats and one Republican. According to FERC rules, his successor would have to be a Republican or an independent. With a clear Democratic majority and no deadline for the appointment or installation of a successor, the president has not been in a hurry to nominate a replacement.

Federal Energy Regulatory Commissioner Marc Spitzer said Monday he will be stepping down from his post Wednesday after completing a five-year term on the Commission. Spitzer’s term expired on June 30, but in the absence of a replacement he is empowered to continue in the post until Congress goes into recess at the end of the year.
