With mandated wildlife restrictions lifted, Denver-based Double Eagle Petroleum Co. has launched its Atlantic Rim drilling program in the Catalina Unit in Wyoming. Infrastructure construction has begun with drilling will follow, Double Eagle stated. The company has three drilling rigs contracted and on-site. In this phase of its program, Double Eagle expects to add 24 new producing wells, additional injection wells and expects to finalize the feasibility for the water treatment facility, said Chairman Richard Dole. “The additional injection wells will allow us to put on production the 10 wells already drilled but shut-in due to current water injection limitations,” he said.

California Drafts GHG Limits for Energy Sector

As mandated by the state’s 2006 law, the California Public Utilities Commission (CPUC) and the California Energy Commission (CEC) Feb. 8 released their joint recommendation for greenhouse gas (GHG) emission limits in the electricity and natural gas sectors, proposing a mix of mandatory regulatory requirements and a cap-and-trade system. Ultimately the California Air Resources Board (CARB) will establish the standards.

Transportation Notes

El Paso plans to shut down Plains Station June 13-14 for annual Department of Transportation-mandated inspections. There will be no deliveries to the IW40-043, INN26PLA and INN30PLA interconnects at Plains on those days: Flow north from Plains will be reduced by 100 MMcf/d from a base capacity of 330 MMcf/d, El Paso said, and IMUSTANG will be shut in on June 13 while transmitters at the interconnect are replaced.

Consultant’s Report Gives Green Light to LADWP Rate Changes

A city-mandated independent financial review of the Los Angeles Department of Water and Power (LADWP) last week supported the utility’s contention it needs new natural gas and renewable energy surcharges as well as permanent new retail water rates. The report prepared by the Barrington-Wellesley Group (BWG) will be considered by the LADWP five-member oversight board when it meets Tuesday.

MMS Solicits Comments to Develop Five-Year Lease Plan

As part of the process to develop its next five-year leasing program and carry out a congressionally mandated inventory of Outer Continental Shelf (OCS) energy resources, the Bush administration is asking the public to comment on whether existing moratoria on offshore oil and natural gas drilling should be “modified or expanded” to allow interested states to explore off of their coasts, and whether the government should work with Congress to develop natural gas-only leases.

Gas producers and large consumers told FERC they are dumbfounded by an attempt by the Gas Technology Institute (GTI) to reinstate mandated surcharges on interstate gas transportation for the purpose of funding its gas research, development and demonstration (RD&D) budget after the entire industry reached an agreement in 1998 to do away with the program.

DOT Says GTI Surcharge Needed to Maintain Integrity of Gas Pipe System

The Department of Transportation (DOT) said it backs a proposal to continue a government-mandated surcharge to fund a $48 million natural gas industry research and development budget for Gas Technology Institute (GTI), citing the need for the development of new technologies to assure the integrity of the interstate gas pipeline system.
