Chilton Urges CFTC to Appeal Position Limits Ruling

International bankers have “temporarily prevailed” on the lawsuit challenging the Commodity Futures Trading Commission’s (CFTC) rule limiting speculative trading in commodity derivatives, but the “struggle isn’t over,” CFTC Commissioner Bart Chilton vowed last Tuesday as trading exchanges backed off their previous plans of altering their own position limit rules.

Citing forecasts of cold weather in market-area Zones 5 and 6 limiting its operational flexibility to manage imbalances, Tennessee said it implemented an Imbalance Warning in those zones at the start of Friday’s gas day. All affected delivery point operators were required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance positions, while receipt point operators had to keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance positions.

Wyoming Court Rejects Agencies’ Restrictions on Categorical Exclusions

A federal court in Wyoming Friday rejected the guidance of two federal agencies limiting the use of environmental categorical exclusions to speed up the processing of oil and natural gas producers’ applications to drill (PAD) on federal lands.

ANR began repairs Tuesday at its Portland (IN) Compressor Station in the Northern Fuel Segment (ML-7), which are limiting Defiance South-CTFP northbound capacity by 190 MMcf/d, leaving 919 MMcf/d available through Friday. Based on current nominations, it is anticipated that the reduction may result in the curtailment of IT and Firm Secondary nominations, ANR said.

CFTC’s Gensler Presses for Comprehensive Derivatives Regulation

While saying he favors limiting excess commodities market speculation through position-limit authority, new Commodity Futures Trading Commission (CFTC) Chairman Gary Gensler declined to attribute the recent rise in oil prices to a return of speculative fever. Responding to questions before a Senate Appropriations subcommittee Tuesday, he said “part of what we’re seeing is confidence coming back into the market.”

While it investigates the results of just-completed pigging of its 42-inch diameter Expansion pipeline, Gulf South is limiting capacity in the Expansion Area 16, 17 and 18 Receipt Groups to 950,000 Dth/d until further notice. Gulf South also said it shut in four interconnects due to the work. TGT said the Gulf South restriction has the potential to impact its lease capacity on Gulf South at four locations.
