PJM Pays Customers to Limit Power Loads

In an attempt to alleviate stresses on the power grid in theMid-Atlantic region this summer, the PJM Interconnection LLC hasinitiated a pilot program under which it will pay electriccustomers to reduce their consumption during emergency situations.

Despite record drilling and high gas prices, Canadian producersstill are not managing to boost production. TransCanada Pipelinesestimates Alberta field receipts were 2% lower than expected thiswinter and ended up being essentially flat with the 12.4 Bcf/drecorded in winter 1998-99.

Florida Gas Transmission rescheduled maintenance betweenStations 12 and 13 in northern Florida for April 1-2. The project,which will limit market area deliveries to about 1.15-1.25 Bcf/d,will replace 120 feet of 36-inch pipe under Highway 331. Itoriginally had been planned for last Christmas Day but waspostponed due to colder weather in the market area (see Daily GPI,Dec. 23, 1999).

Weather Uncertainty, Position Rolling Limit Price Run

Fueled by a larger-than-expected storage withdrawal and promptedby gains in Wednesday night’s Access session, natural gas futuresclimbed higher yesterday as traders lifted prices in a briskafternoon buying surge. The March contract finished up 5.2 cents at$2.592, but the real story was the outer months, which gained 6cents or more on moderate position rolling.

Algonquin has completed turbine replacement at the Burrillville(RI) Compressor Station. However, April 30-May 5 work on the30-inch mainline will limit Burrillville throughput to 400,000Dth/d, the pipeline said.

Florida Gas Transmission plans a smart pig run April 5-9 betweenStations 2 (Robstown, TX) and 3 (Port Lavaca, TX). The project willlimit capacity at these interconnects upstream of Station 3:Duke-Robstown (40 MMcf/d), Valero Nueces (35 MMcf/d) and MOPS (75MMcf/d).

Citing continuing reduction of capacity by unseasonably hightemperatures, PG&E Gas Transmission-Northwest said it wouldagain be necessary to limit volumes today to 2,450 MMcf/d atKingsgate and to 1,870 MMcf/d at Station 14 (the last one upstreamof Malin) in order to return the system to optimum performance.
