House Panel Vote on Lifting OCS Leasing Ban in Limbo

A vote on whether to remove the congressional ban on oil and natural gas leasing on most of the federal Outer Continental Shelf (OCS) was placed in limbo Thursday after a House Appropriations Committee abruptly adjourned a markup when Republicans tried to force the panel to take up the Interior Department spending bill that addresses the offshore ban, CQ Today reported.

Some Gulf gas deliveries were in limbo Friday after Pogo Producing filed a last minute motion with FERC requesting immediate issuance of an order allocating receipt point capacity on Southern Natural Gas’ pipeline system upstream of the Toca, LA, processing plant, part of which was scheduled to be taken down for maintenance on Sunday reducing processing capability by 750 MMcf/d.

Enron’s bankruptcy reorganization plan and the continuing revelations about its trading manipulations in the California market, left the proposed sale of its Portland General Electric utility to neighboring Portland-based Northwest Natural Gas Corp. hanging on an increasingly thin thread of hope last week. Portland General landed on Standard & Poor’s “CreditWatch Negative” listing, with a notation that if the sale unravels the electric utility’s ratings could fall to the “speculative” level.
