Interior Starts Process to Open OCS to Auctions, Drilling

Saying he was responding to the recent leap in gas prices and President Bush’s lifting of the executive ban on oil and gas leasing operations on the Outer Continental Shelf (OCS), Secretary of the Interior Dirk Kempthorne Wednesday afternoon said he was directing the Minerals Management Service (MMS) to begin preparations of a new five-year offshore oil and gas lease program that could include energy development throughout the OCS.

Effective Wednesday Northwest is lifting the realignment OFO through the Meacham Compressor Station that was implemented last Thursday (see Daily GPI, June 19) because primary firm volumes being nominated for northbound flow through Meacham exceeded the operationally available capacity of 440,000 Dth/d. Primary quantities currently being nominated through Meacham have fallen to less than the operationally available capacity, Northwest said in announcing the OFO cancellation. “Be advised, however, that if primary firm nominations exceed this capacity, Northwest may need to again invoke the OFO provisions of its tariff,” it added. To avoid future OFOs, shippers were asked to utilize north-end supply points and provide displacement through Meacham.

Producers Eager to Explore ‘PennShalevania’

Pennsylvania regulators are lifting a five-year moratorium on natural gas drilling in state forests and later this year may auction 75,000 acres that cross into the Marcellus Shale and Trenton-Black River formations. The move is significant because the Marcellus Shale is said to be the home of anywhere from 1.9 Tcf to 168 Tcf, depending on whom you ask.
