In its latest Short Term Energy Outlook (STEO), the Energy Information Administration (EIA) nudged down is Henry Hub natural gas price forecast for this year and next and predicted that coal-fired power plants will retain their recent gains over gas-fueled facilities. The gas production outlook held steady with last month’s STEO.

Idaho regulators are looking at the latest integrated resource plan (IRP) of PacifiCorp’s Rocky Mountain Power unit, which assumes modest 1.1% annual growth and some changes in coal-fired power generation, including the retirement of a unit and replacement with a new natural gas-fired generation facility. Salt Lake City-based Rocky Mountain is the PacifiCorp operating utility in Idaho, Utah and Wyoming. Part of the IRP filed with the Idaho Public Utilities Commission (PUC) calls for Rocky Mountain converting its Naughton Unit 3 coal-fired plant near Kemmerer, WY, to a natural gas-fired plant, and installing emissions control equipment on coal units in Utah (Hunter Unit 1) and Wyoming (Jim Bridger Units 3 and 4). The utility said that these plans are not final, due to the uncertainty of the future federal carbon tax legislation and the U.S. Environmental Protection Agency’s final new standards for power plants. The PUC said it is taking comments from the public through Aug. 8.

The U.S. oil and gas industry is riding high, and those who have the wherewithal and the talents are catching the wave with it, according to the latest Forbes Billionaires list.

There are familiar names, matched to familiar brands, on the latest compilation of the world’s wealthiest individuals. At No. 1 is Mexico’s Carlos Slim Helu, 73, whose net worth of $73 billion was made from the telecommunications industry. Microsoft founder Bill Gates, 57, with $67 billion is in second place, followed by Spain’s Amancio Ortega, 77, with $57 billion. Berkshire Hathaway Inc.’s Warren Buffett, 82, has $53.5 billion for the No. 4 position, while Oracle Inc.’s Larry Ellison, 68, rounds out the top five with an estimated net worth of $43 billion.

Natural gas prices trending up nationally were cited by Minnesota-based Xcel Energy for its latest higher retail gas charges at its Colorado combination utility as part of its quarterly price adjustments for retail electric and gas rates. Overall, Xcel said total utility bills in Colorado will be lower in the third quarter compared to the second quarter, but on an annual basis, “a national trend in higher natural gas commodity prices” will continue to put upward pressure on utility bills. Under the quarterly gas cost adjustment, the cost of natural gas in the third quarter will be slightly higher than the second quarter, but because of a “significant drop” in use expected in the summer quarter, residential bills will be about $8 lower/month, compared to the current quarter, Xcel said. Residential gas bills in the third quarter will still be $3.15 more than they were in the third quarter last year. “Much of 2012 was marked by historically low gas prices,” Xcel said. Typical monthly residential and small business gas bills during the third quarter are expected to be $21.98 and $81.73, respectively, compared to average bills of $18.83 and $68.81, respectively, in the third quarter of 2012.

Overall, April oil/gas production was down compared to March, but the daily averages set all-time records on a preliminary basis (793,249 b/d and 846 MMcf/d).
