Gas, Electrics, TeleCom Industries Join on Y2K

Representatives of the major utility industries, natural gas,electricity and telecommunications, met in Houston this week tojointly address Y2K issues. Gary Gardner, chief information officerof the American Gas Association (AGA) cited interlocking activitiesas the basis for the meeting. For instance electricity powers manyof the pipeline compressor stations that keep the natural gasflowing. “Although gas companies have manual overrides that can beused in the event of an electrical power shortage or outage, fieldpersonnel posted at the compressor stations will rely ontelecommunications devices to communicate with their headquarters.

Avista invests in Gas-Fired Generation

Washington Water Power’s newly formed affiliate Avista PowerInc. and Cogentrix Energy Inc. agreed to jointly build and/or buyinterests in gas-fired electric generation plants in the PacificNorthwest states of Washington, Oregon and Idaho. The first projectunder the new agreement is an approximately 270 megawatt facilityto be located in Rathdrum, ID. A power purchase agreement for theRathdrum project was signed simultaneously with the developmentagreement.

Industry ‘Swamped’ by FERC’s NOPR, NOI; Requests Extension

Citing the breadth of the undertaking as the reason, six tradeassociations last week jointly asked FERC to extend by 74 days thedeadline for the gas industry to respond to the major notice ofproposed rulemaking (NOPR) and notice of inquiry (NOI) that wereissued in July.
