Northern States Power Co. issued a request for proposals (RFP)for up to 1,200 MW of power generation capacity and associatedenergy for a period of 10 years, beginning sometime between May 1,2003, and May 1, 2005. NSP will use the additional resources tomeet increased retail customer demand. NSP is seeking peaking,intermediate and base-load resources. The RFP is open to allsources of power, including renewable resources. NSP will selectwinning proposals based on cost, environmental impact and deliveryguarantees. Before awarding the contract(s), NSP will submit theevaluation of the proposals to the Minnesota Public UtilitiesCommission (MPUC) for review. Citing “significant demand” in its market area, Florida GasTransmission issued an Overage Alert Day notice Wednesday. Thenotice carried a 2% tolerance for negative daily imbalances. FGTsaid it was unable to accommodate any market-area increases east ofStation 12 (Santa Rosa County, FL). System conditions will bere-evaluated at 7 a.m. CDT today to determine whether the noticeshould be extended.

Tractebel Awarded Mexican Distribution Permit

Mexico’s Energy Regulatory Commission (CRE) issued the Queretarogas distribution permit to Belgian electric utility Tractebel.Tractebel was awarded the permit as a result of the bid processundertaken by the CRE for the geographic zone, which comprises themetropolitan area of Queretaro, as well as the city of San Juan delRio.

NY Requests Comments on Stranded Costs

New York Public Service Commission issued a notice last weekseeking comments on how “strandable” gas capacity costs createdwhen existing sales customers migrate to transportation serviceshould be recovered from customers. Interested parties should filetheir comments by Dec. 14.
