Sudden extremely cold weather could result in curtailment of interruptible gas service to power generators in New England this winter, creating the potential for an energy emergency in New England, according to an analysis by Cambridge Energy Research Associates (CERA). A repeat of the close call faced by the region during a January 2004 cold snap is not out of the realm of possibility, CERA added.

AGL Seeks Storage Service Bids at Jefferson Island Storage & Hub
Due to expiring contracts, Atlanta-based AGL Resources announced Tuesday it is soliciting bids for firm and interruptible natural gas storage services that will be available in early 2006 at the company’s Pivotal Energy Development Jefferson Island Storage & Hub (JISH), a salt cavern storage facility in Louisiana.

Dominion said interruptible and secondary deliveries were restored Thursday at the following market-area points: Corning Natural Gas, New York State Electric and Gas, Rochester Gas & Electric, Niagara Mohawk, Fillmore Gas and National Fuel Gas Distribution. Those services had been suspended Jan. 18 due to anticipated weather load (see Daily GPI, Jan. 18).

Dominion told shippers that effective with the start of Tuesday’s gas day, there will be no interruptible or secondary capacity available at the following delivery points until further notice: Corning Natural Gas, New York State Electric and Gas, Rochester Gas & Electric, Niagara Mohawk, Fillmore Gas and National Fuel Gas Distribution. Dominion said the reason for this action is “due to the anticipated weather forecasts [and] the duration of these forecasts, as well as the anticipated corresponding firm load requirements.”

Sonat followed up its suspension Friday of interruptible storage injections with an OFO Type 6 notice starting Saturday until further notice. “Since the current operational conditions are affected by receipts exceeding deliveries, the penalty will apply only to each shipper/pooler that has a net positive daily imbalance,” it said. There is no penalty for imbalances of 0-2% or less than 200 dekatherms; tiered penalties ranging from $1 to $15/Dth apply to larger imbalances. “As is our procedure everyday, we will be force balancing during the OFO,” the pipeline added. It also said the OFO was “highly likely” to be continued Sunday and Monday for long imbalances but unlikely to be applied to short imbalances.

Sonat reported experiencing an unscheduled outage at its Olga (LA) Compressor Station that required a reduction in interruptible receipt (A-1 and/or IT) capacity on the 26-inch Main Pass Area line, effective with Tuesday’s evening cycle nominations until further notice. Repair plans are being developed, the pipeline said, but the duration of the outage is unknown at this time.
