California-based Automated Power Exchange (APX) announced lastweek that it has developed new Internet-based, real-timeelectricity market products that will allow it to provide combinedpower exchange and regional transmission operator (RTO) services inother states, regions and countries that open their electricitymarkets to competition. One feature of what APX is calling “Market2000” will allow end-users to trade power to buffer the negativeimpact of summer price spikes.

The Electric Power Research Institute (EPRI ) said yesterday ithas created a new program that focuses on Internet security issuesas they impact the energy industry in response to a series ofrecent hacker incidents, which brought e-business to a halt onseveral high profile websites. There is a growing concern thatsimilar intrusions could interrupt the critical interdependentsystems that support the global energy infrastructure. “Ourimmediate focus is on the vulnerabilities of the electronic systemsthat monitor and operate our business systems and provide criticalcommunications within and outside the energy business,” saidCharlie Siebenthal, manager of EPRI’s Enterprise InfrastructureSecurity (EIS) program. “In the long term, the EIS program willshift its emphasis to the design and management of electronicsecurity activities that will augment a company’s existing physicalsecurity programs.” The program will consist of a series ofworkshops covering broad program issues, in-depth electronicsecurity technical issues, and legal issues. Participation is opento any company actively engaged in the production, transportation,distribution, or sale of energy. The first EIS workshop will beheld April 26-28, 2000 in Orlando, FL. Firm Seeks FERC Inquiry into E-Commerce
A Maryland-based Internet consulting firm says it plans to askFERC to initiate an inquiry into the impact of the e-commercerevolution on regulated energy industries and vice versa, but firstit wants to get industry input on the issue.

The Federal Energy Regulatory Commission is looking forvolunteers for a pilot project for electronic filing of documentsin Commission proceedings over the Internet beginning Oct. 1, 1999.The pilot will test FERC’s computer systems and be limited tomotions and notices to intervene, protests, comments and relatedfilings. Participants must still file paper copies during thetesting period.
QuickTrade Launches Electronic Power Trading System
QuickTrade released the first commercial Internet-basedelectronic power trading system this week. Streamline, its biggestcompetitor, is expected to follow suit over the next few months.The QuickTrade system is equipped to handle forward trades at 13hub locations across the U.S. and one in Canada, and so far hasattracted the interest of about 35 traders, 20 of which have signedup to begin utilizing the system.
