BLM Issues Scoping of Draft EIS on Wyoming Gas Projects

The federal Bureau of Land Management (BLM) has issued a notice of intent (NOI) to prepare an environmental impact statement and related scoping process for two combined Rockies gas exploration and development plays planned by Devon Energy Corp. and BP, covering potentially up to 8,950 new natural gas wells in what the BLM has designated as the “Continental Divide-Creston Natural Gas Project.”

Sonatrach, the Algerian energy company, announced Sunday it has signed a letter of intent with Occidental Energy Ventures to reserve capacity at a liquefied natural gas (LNG) import terminal that Occidental is building on the Texas Gulf Coast.

Chesapeake Buys into Gastar’s Deep Bossier Play in East Texas

Chesapeake Energy Corp. and Gastar Exploration Ltd. announced Monday they have signed a letter of intent (LOI) under which Chesapeake will help fund and share in Gastar’s development of the Deep Bossier play in the Hilltop Prospect area in East Texas. The two also will cooperate in exploration of 13 counties in East Texas.

PRB Gas, Enterra to Jointly Develop CBM Properties in Wyoming, Montana

PRB Gas Transportation Inc. and Enterra Energy Trust on Tuesday announced a letter of intent to develop coalbed methane (CBM) properties in Wyoming and Montana. Under the arrangement, PRB will have the right to earn up to a 50% working interest in Enterra’s recently acquired subsidiary Rocky Mountain Gas Inc. (RMG), which includes more than 130,000 net acres of CBM production rights.

Southern Plans Sale of Georgia Retail Gas Marketing Company

Southern Co. said Friday that subsidiary Southern Company Gas, a retail natural gas marketing business in the deregulated Georgia market, signed a letter of intent to negotiate the sale of its Georgia assets, including contracts with about 170,000 retail customers (a 12.5% market share) to a new affiliate of Cobb Electric Membership Corp., an electric cooperative serving 185,000 customers.

Aspen Group Resources Corp. has signed a binding Letter of Intent (LOI) with Oklahoma-based Crusader Energy Corp. to sell its U.S. oil and natural gas assets for $22 million cash, pending closing adjustments. The LOI proposes the sale of all of Aspen’s U.S. oil and gas production and reserves, which equates to approximately 3,600 Mcfe/d of production and approximately 26.4 Bcfe of proven reserves. The reserves are approximately 88% natural gas. Aspen’s wholly owned subsidiary United Cementing and Acidizing Co. is not included in the sale. Crusader is a new entity funded by an equity investment made by Kayne Anderson Capital Advisors LP and David D. LeNorman. The transaction’s effective date is June 1, 2004, and closing is expected to occur by Oct. 1, 2004.

Newfield to Drill Ultra-Deep Well in Shallows Offshore Louisiana

Newfield Exploration Co. on Thursday announced letters of intent with partners ExxonMobil Corp., BP Exploration & Production Inc. and an undisclosed third party to drill an exploration well on the Blackbeard West Prospect in the company’s Treasure Island play in the Gulf of Mexico (GOM).
