New Brunswick Enacts Tougher Shale Gas Rules

New Brunswick officials have unveiled tougher natural gas regulations in the emerging Frederick Brook Shale, but said they would not implement a ban on hydraulic fracturing (fracking).

Elected officials at all levels of government in Pennsylvania should implement regulations to block gas extraction in “pristine places and locations near where people live or work,” said the PennEnvironment Research and Policy Center. The group said it has documented well sites within two miles of more than 320 daycare facilities, 67 schools and nine hospitals in the state. PennEnvironment also called on lawmakers to strengthen clean water laws, “halt the use of toxic chemicals” in hydraulic fracturing and increase resources available to regulators. In addition, PennEnvironment called on the federal government to “end the special treatment for the gas industry and apply the nation’s core public health and environmental laws to gas extraction, just as it would regulate any potential threat to public health or the environment.”

CFTC Will Be Armed With ‘Pea Shooter’ Compared to Wall Street

The head of the Commodity Futures Trading Commission (CFTC ) Wednesday defended the agency against Republican claims that it has moved too quickly to implement regulatory reforms under the Dodd-Frank Wall Street Reform Act and hasn’t accurately figured out the costs of the proposed rules, as well as deflected GOP questions about its hiring and technology decisions.

Transportation Notes

Noting that it has limited operational flexibility to manage imbalances due to testing of its Bear Creek storage fields, Tennessee said it would implement Saturday a systemwide Imbalance Warning that requires all delivery point operators to keep actual daily takes out of the system equal to or greater than scheduled quantities and all receipt point operators to keep actual daily receipts into the system equal to or less than scheduled quantities. Both conditions apply regardless of an operator’s cumulative imbalance position. The pipeline also declared a force majeure Thursday night in connection with a leak on its line 3 section downstream of Station 110 near Moorehead, KY. Tennessee said it immediately activated its emergency response plan and dispatched personnel to the scene to close valves and isolate the segment between Main Line Valves 111-3 and 111-3A. Based on current nominations, Tennessee did not anticipate any outage-related service restrictions for the gas days of Thursday and Friday.
