Maryland Lawmakers to Consider Severance Tax Bills

A pair of Maryland lawmakers have introduced a bill that would implement a 15% severance tax on the wholesale market value of natural gas produced in the state beginning Jan. 1, 2013.

Dave Neslin, who has helmed the Colorado Oil and Gas Conservation Commission (COGCC) for five years and who helped to shape and then implement more stringent statewide natural gas and oil regulations, is resigning effective March 1 to join Denver law firm Davis Graham & Stubbs LLP. Neslin, who joined the COGCC on an interim basis in late 2007, was instrumental in implementing the controversial drilling regulations that increased scrutiny of gas and oil production in 2009. Neslin was appointed to his current position in April 2009. Prior to joining the commission Neslin, an attorney, had been a partner in Denver law firm Arnold & Porter. No replacement has been named by the commission.

Texas Considers Formalizing Safety Rules

The Railroad Commission of Texas (RRC) Tuesday approved draft rules to implement new or amended potential matrices to be guidelines in determining penalties for safety violations of state regulations governing safety of pipelines, liquefied petroleum gas, compressed natural gas, liquefied natural gas (LNG), as well as underground pipeline damage prevention.

Pennsylvania’s Revamped Gas Pipeline Act Under Review

The Pennsylvania Public Utility Commission (PUC) on Thursday voted unanimously to issue for comment a tentative order to implement the Gas and Hazardous Liquids Pipelines Act (Act 127), which was signed into law by Gov. Tom Corbett late last year.

Tennessee will implement Imbalance Warnings in downstream market-area Zones 5 and 6 Saturday, saying it has limited operational flexibility to manage imbalances there over what is predicted to be a cold long holiday weekend. All delivery point operators in the zones will be required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position. Receipt point operators must keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position.

Texas Regulators Adopt Frack Fluid Disclosure Rule

The Railroad Commission of Texas (RRC) has adopted a rule for the disclosure of chemicals in hydraulic fracturing (fracking) fluids used to stimulate oil and gas wells in the state. Earlier this year state lawmakers passed legislation requiring such disclosure.
