Correction

In the headline of a story published Jan. 2, “DOE Identifies 2.4B Metric Tons of CO2 Storage Capacity” (see Daily GPI, Jan. 2), the amount of possible carbon dioxide (CO2) storage capacity in U.S. saline formations, oil and gas reservoirs and unmineable coal seams was incorrectly stated. The Department of Energy report actually identified 2.4 trillion metric tons of CO2 storage capacity. NGI regrets the error.

In an attempt to clarify its muddled policy on gathering, FERC last Thursday issued a policy statement that identifies the type of potentially abusive practices by offshore gathering affiliates that would frustrate the agency’s regulation of interstate natural gas pipelines enough to justify reassertion of jurisdiction over exempt gathering.

El Paso Identifies More False Price Reports; Prosecutors Say Part of Conspiracy

El Paso Corp. disclosed last Monday it has furnished the U.S. Attorney’s Office in Houston with details of more incidents in which its employees gave deceptive information on natural gas trades to the energy trade publication, Platts’ Inside F.E.R.C. At the same time, federal prosecutors said in court the false reporting practices of El Paso traders were part of a two-year-old conspiracy to manipulate energy prices.

MMS Identifies Proposed Offshore Lease Sales for Eastern Gulf

Proposals, alternatives and mitigating measures covering two proposed offshore oil and natural gas lease sales of 1.5 million acres in the eastern Gulf of Mexico (GOM) have been identified by the Department of Interior’s Minerals Management Service (MMS). The two proposed sales under consideration are included in the MMS 2002-2007 oil and gas leasing program. Sale 189 is tentatively scheduled for December 2003, and Sale 197 is proposed for March 2005.

EPRI Identifies Short-Term Actions to Blunt Blackouts

Easing restrictions on backup emergency generators and implementing real-time and time-of-use pricing for all customers with electric demands that exceed 200 kW are steps the Electric Power Research Institute (EPRI) says need to be taken immediately, along with a host of other short-term actions, in order to mitigate the impact of blackouts and reduce the likelihood of a widespread power outage in the West over the next two summers.
