Regulators Approve Atlanta Gas Light System Upgrade

The Georgia Public Service Commission (PSC) has approved an Atlanta Gas Light Co. (AGLC) request to begin a multi-year system upgrade to improve service on peak demand days.

Southern Natural Gas said Saturday it had completed maintenance begun a day earlier on a section of the 14-inch diameter Chattanooga Branch Line in northern Georgia and returned the line to service.

Chuck Eaton has begun a one-year term as chairman of the Georgia Public Service Commission. The chairmanship is rotated annually among the five commissioners. Eaton is in the second year of his first six-year term on the commission. He was elected in December 2006. Commissioner Doug Everett will serve as vice chairman. Commissioner Robert B. Baker Jr. will chair the energy committee.

Sailboat Incident Prompts Tighter Security at Elba Island LNG Terminal

Security concerns at El Paso Corp.’s Elba Island liquefied natural gas (LNG) import terminal on the coast of Georgia prompted the U.S. Coast Guard to establish a permanent security zone around the facility’s mooring slip. The Coast Guard’s decision follows an incident last June in which a sailboat entered the slip and anchored for six hours one day before the scheduled arrival of an LNG carrier.

Shell Energy Services Sells Assets to MXEnergy

Shell Energy Services Co. LLC, which provides natural gas service to residential and commercial customers in Georgia and Ohio, said Friday it will sell nearly all of its assets to MXEnergy Inc. for an undisclosed price. The sale is expected to close in mid-2006.

Southern Natural Gas reported experiencing an unscheduled outage on its 14-inch diameter Chattanooga Branch Line near the Alabama/Georgia border Monday. Personnel were isolating the line so that repairs can be made Wednesday. To prepare for the outage, Southern said Tuesday it was making system adjustments to support the current level of scheduled firm and no-notice service. See the bulletin board for details.

Georgia Regulators Grant Limited Stay of AGL Rate Freeze Order

The Georgia Public Service Commission (GPSC) granted AGL Resources a limited stay of an April 29 order to freeze subsidiary Atlanta Gas Light Co.’s residential rates (see NGI, May 2). Officials at AGL were stunned last week by the 3-2 vote at GPSC, which AGL said would cut its annual utility revenues by about $25 million.
