BC Gas Inc. and Invensys Energy Metering, a gas metering andservices company, announced the formation of a new meter managementjoint venture yesterday called Measurement Solutions International.The companies said MSI is positioned to manage the metering assetsand services of gas, electric and water utilities that are lookingto strengthen or divest the measurement functions embedded in theirsystems as they refine their core competencies at a time ofderegulation, growing competition and converging utility deliverysystems. MSI’s goal is to afford utilities efficiencies inmeasurement management by spreading the costs of equipment,maintenance, services and logistics over a larger user-base. Formulti-utilities, MSI offers single-source management of gas,electric and water measurement needs. MSI said it also brings theresources necessary for utilities to apply new technologies toenhance their operations. MSI can also assist utility clients indealing with state regulatory commissions on issues associated withmeasurement practices, standards and statistical samplingtechniques.

Despite stronger cash prices and the surprise formation of a newtropical system in the Gulf of Mexico over the weekend, natural gasfutures prices tumbled lower yesterday as traders continued toliquidate long positions. The October contract was the hardest hit,slipping 8.9 cents to finish at $2.519. With many Nymex localsobserving the Jewish Holiday Yom Kippur, estimated volume was heldto an extremely light 53,174 contracts.

Nevada Considers Joining California ISO
As possibly the first step toward the formation of a multi-statewestern U.S. electricity transmission grid operator, the CaliforniaIndependent System Operator’s governing board has authorized theISO management to discuss with Nevada regulatory staff a deal underwhich the California nonprofit grid operator would expand itsoperations to handle Nevada. Public Utilities Commission staff inNevada raised the issue last month as an option for the state as itanticipates a new law that will open Nevada power markets nextspring.
