Two main players in the gas industry’s e business sector joinedforces last week as Altra Energy Technologies and Excelergy Corp.announced an agreement in which Excelergy’s billing and customerinformation software will be marketed along with Altra’s wholesaletrading and risk management products. No financial terms weredisclosed. The venture is currently under way.

Administrative Law Judge AndreaBiren recommended regulators approve the gas utility’s motion toreject Western’s application, and reject a contention by Westernthat PG&E was engaging in anti-competitive behavior. Thejudge’s recommendation is scheduled to be considered by theCalifornia Public Utilities Commission Oct. 7.

Labor May Play Role in Filling CPUC Seats

Political forces are prevailing over economics in California’songoing efforts to finish the job of unbundling its natural gas andelectricity industries, and no one in the newly elected Gov. GrayDavis’s administration so far is getting involved, according toenergy industry observers in the state capital in Sacramento. As aresult, three months into 1999, the five-member California PublicUtilities Commission is operating with two vacant seats, stillawaiting gubernatorial appointments.

Burlington, ECT to Build Wind River Gathering

Burlington Resources has joined forces with Enron Capital &ampTrade Resources Corp. in a gas gathering partnership that willserve the Wind River Basin in Wyoming, where processing andtransportation constraints have held back production in recentyears. The two companies have formed Lost Creek Gathering Co.L.L.C. to build a new 124-mile, 24-inch diameter wet gas gatheringheader from the Madden Field in central Wyoming to a processingplant located near Wamsutter, WY.
