Koch Gateway Pipeline Co. has asked FERC to approve the sale ofan undivided interest in its Mobile Bay Lateral assets to FloridaGas Transmission (FGT) as part of the pipe’s Phase V expansion,giving FGT the right to half of the lateral’s capacity of 600MMcf/d.

Florida Gas Transmission did not extend an Overage Alert Day notice(see Daily GPI, Dec. 6) beyond Friday.

Pacific Gas & Electric did not extend a high-inventory OFObeyond Friday.

Pacific Gas & Electric issued a high-inventory OFO for todaywith $1/dth penalties for positive daily imbalances exceeding a 5%tolerance.

Florida Gas Transmission reported completing a maintenance projecton its East White Lake Lateral in southwestern Louisiana well ahead ofschedule and said volumes will be restored to 450,000 MMBtu/d on thelateral’s south end and to 150,000 MMBtu/d on the north end effectivewith the Nov. 24 gas day. The work originally had been expected tolast through Dec. 10 (see Daily GPI, Oct. 19).

Both El Paso and Florida Gas Transmission lifted low-linepackOFOs Friday (see Daily GPI, Oct. 22).

Florida Gas Transmission has filed an application with FERC toupgrade two compressor stations in order to add 80,000 MMBtu/d ofmainline firm transportation capacity on the Western Division ofthe pipeline for service to Alabama Electric Cooperative, which hassigned a 12-year contract for the entire amount. FGT requested itbe granted authorization to begin construction and operation of the$6.9 million expansion on Nov. 1, 2000. It would receive the gasfrom its Destin Pipeline interconnect and transport it 90 miles toAEC’s existing meter station yard in Alabama. FGT plans to add4,800 hp of compression at two units at station 11A. It isproposing to charge negotiated rates for the service to AEC, andsaid it expects to be “fully reimbursed for the cost of thefacilities.” The pipeline told FERC, “under the Commission’s Sept.15, 1999 ‘Statement of Policy’ concerning natural gas pipelinefacilities, this proposal meets the criteria for rolled-inpricing.”

Due to valve maintenance, Sonat shut in the Dalton (GA) #2delivery point Thursday until further notice.

Florida Gas Transmission extended a market-area Overage Alert Daynotice (see Daily GPI, Oct. 13) throughWednesday but loosened the tolerance for daily negative imbalancesfrom 5% to 8%.
