Flawed

The Alberta Royalty Review Panel used flawed data, incorrect costs, misleading activity assumptions and poor international comparisons to put together its oil and natural gas royalty and tax system proposal, according to a technical review by the Canadian Association of Petroleum Producers (CAPP).

The Bush administration’s announcement that it negotiated new deals with five major producers remedying the flawed 1998 and 1999 Gulf of Mexico leases was not enough to allay the concerns of House lawmakers (see Daily GPI, Dec. 15).

Agreeing that Georgia’s natural gas deregulation program is flawed but not foundering, a Blue Ribbon Natural Gas Task Force empowered by Gov. Roy Barnes recommended last week that the state not give up on the more than three year-old initiative. Instead, the group decided on a list of proposals to reform the program, including the reinstitution of a single regulated marketer.
