New York Fracking Ban Bill Vetoed; SGEIS Deadline Extended

Outgoing New York Gov. David Paterson took the high road on Saturday, vetoing a bill that would have codified into law a moratorium on hydraulic fracturing (fracking) in the state through May 15, and at the same time extending until July 1 a deadline for the state’s Department of Environmental Conservation (DEC) to prepare a supplemental generic environmental impact statement (SGEIS).

New York Assembly Approves Temporary Fracking Ban

A signature from outgoing New York Gov. David Paterson is all that is required for a temporary ban on hydraulic fracturing (fracking) to become effective in the Empire State following the New York State Assembly’s approval of the measure on Monday.

Northern Natural Says It Under-Recovered Cost of Service in 2009

MidAmerican Energy’s Northern Natural Gas pipeline Thursday reported that it significantly under-recovered its cost of service during a 12-month period ended in October 2009 compared to the 2008 period on which FERC based its Section 5 charges that Northern Gas and two other interstate natural gas pipelines — Natural Gas Pipeline Company of America (NGPL) and Great Lakes Gas Transmission Ltd. Partners — over-recovered their cost of services by more than 20% (see Daily GPI, Nov. 20, 2009).

Filing for LNG Project Offshore New Jersey Expected in 3Q

Calgary-based Canadian Superior Energy Inc. said Monday it is on track to file by the third quarter of 2010 applications for federal and state permits for the Liberty Natural Gas Transmission Project, which would include a liquefied natural gas (LNG) offshore receipt turret and associated pipeline.

Quest Resource Corp. (QRCP) has been granted its request to continue to be listed on NASDAQ subject to the condition that it file by Aug. 15 its required quarterly reports on Form 10-Q for 3Q2008, 1Q2009 and any required restatements. The exploration and production company and its related partnerships, which are based in Oklahoma City, have agreed to merge and form a publicly traded corporation (see Daily GPI, July 7). The entities have been rocked by scandal in the past year after the former CEO and former CFO allegedly siphoned millions of dollars from the company (see Daily GPI, June 18).

FERC Extends Reporting Deadline for 2008 Gas Sales, Purchases

FERC has extended the deadline to July 1 for companies to file Form No. 552 reports detailing their aggregate volumes of natural gas purchases and sales for last year. The deadline initially was May 1.
