Democrats Move to End Royalty Relief; Industry Cautions Against Hasty Action

House Democrats on Tuesday introduced legislation that would, at current prices, put an end to much of the royalty relief for oil and natural gas production on federal onshore and offshore lands. Industry urged lawmakers to look at the “full picture,” saying the federal government would lose much more than it would gain by eliminating royalty relief.

FERC Issues Certificate for New 12 Bcf Storage Facility in West Virginia

FERC on Tuesday issued a certificate to allow Hardy Storage Co. LLC to develop and operate a new 12.4 Bcf underground natural gas storage facility in two partially depleted gas production fields in West Virginia. The Commission also approved a companion request by Columbia Gas Transmission Corp. to construct and operate transmission facilities to deliver the gas to parts of West Virginia, Maryland and Virginia (Docket No. CP05-144-000).

Trunkline Plans Expansion to Access Storage, LNG, Texas Supply

Trunkline Gas Co. announced plans to expand its system to allow greater access to Texas gas storage fields, pipelines and liquefied natural gas (LNG) import terminals. The North Texas Expansion will involve the construction of about 40 miles of 30-inch diameter pipeline along an existing right of way from the Kountze, TX, compressor station to the Longville, LA, compressor station. The expansion is expected to be in service in 2007.

ATP’s ’04 Production Up 31%

Houston-based ATP Oil & Gas Corp. said Wednesday its 2004 production jumped 31%, to 22.4 Bcfe, mostly on the success of some fields in the North Sea and in the Gulf of Mexico (GOM). Fourth quarter production alone was up 81% over 2003 levels to 5.9 Bcfe.

Transportation Notes

Sonat will declare force majeures in conjunction with shut-in tests scheduled at its two storage fields during April. Firm storage (CSS) customers will be allocated to 36% of their currently effective Daily Injection Quantity (DIQ) and Daily Withdrawal Quantity (DWQ) during April 1-7 work at the Muldon facility in Mississippi and to 64% of DIQ/DWQ during April 8-21 work at the Bear Creek facility in North Louisiana. These reduced levels of DIQ and DWQ are subject to change, if necessary.
