Members of the North American Energy Standards Board (NAESB) have ratified standards to implement FERC Order 2004 which significantly broadened the scope of energy affiliates that will be subject to the agency’s standards of conduct governing the relationships between regulated natural gas pipeline/electric transmission providers and their affiliates (see Daily GPI, Nov. 26, 2003 and April 15, 2004). The rule, set to go into effect Sept. 1, significantly expanded the current Order 497 regulations governing regulated pipeline and power transmission providers and preferential treatment, information disclosure and employee sharing with their marketing and wholesale merchant affiliates. The expanded rules apply to traders, producers, gatherers, processors, intrastate and Hinshaw pipelines, and any affiliate making a sale for resale of natural gas or electric energy in interstate commerce. The new standards set out by NAESB include a package of modifications of existing definitions and standards, the deletion of several principles and definitions, the creation of a new principle and the modification of one interpretation. NAESB members approved the standards in balloting that closed June 25.

Tuscarora Gas Transmission has filed an application with FERC to add a new 8,000 hp compressor station on its mainline near milepost 81.6 in Modoc County, CA, and a 3,600 hp booster compressor at its existing Wadsworth station in Washoe County, NV. The new compression will cost $16.5 million and will boost its firm transportation capacity by 51,753 Dth/d. Tuscarora requested Commission approval by Nov. 18 so that the facilities can be put into service before the 2005-2006 heating season. Reno-based Tuscarora operates a pipeline system extending in a southeasterly direction from a point of interconnection with the facilities of Gas Transmission Northwest Corp. near Malin, OR, to a terminus near Wadsworth, NV, where Tuscarora interconnects with Paiute Pipeline Co.

Yukon Pacific Gets Another Delay for Alaska LNG Export Facilities

FERC has given Yukon Pacific Co. LP a three-year extension to begin construction of its proposed liquefied natural gas (LNG) export project in Alaska. It was the company’s third request to push back the construction start-up date.

KeySpan Files Proposal to Upgrade RI LNG Facility

KeySpan on Friday filed its proposal with FERC to upgrade the existing liquefied natural gas (LNG) storage terminal in Providence, RI. If approved, KeySpan expects shipping to begin in late 2005.

FERC Schedules Report on Price Indices in Pipeline Tariffs for May 5

The Federal Energy Regulatory Commission has deferred for an additional five days — until its next regular meeting on May 5 — the publication of a staff report on whether price indices used in pipeline tariffs are in compliance with the agency’s new mandated standards for price reporting and reflect sufficient liquidity at referenced pipeline locations.
