The merger of New Century Energies and Northern States Powerappears to be moving faster than expected. The companies announcedplans yesterday to hold their special shareholder meetings toapprove the merger in late June rather than in September. Theproposed merger requires shareholder approval as well as approvalor regulatory review by various federal and state agencies. Whencompleted the merged company will serve 3 million electricitycustomers and 1.5 million natural gas customers in 12 U.S. states.

British Columbia Gearing Up for Faster Development

Moving right along on the road to increased Canadian productionand exports, the provincial government in British Columbia hastaken the first step toward removing regulatory roadblocks bycreating a single agency to deal with the oil and gas industry andlocating it in producer territory. The B.C. government alsoanounced it has made peace with native communities on behalf of theindustry.

Faster Certificate Procedures Eyed at Commission

Regulations related to the construction of interstate gaspipeline facilities took center stage at FERC last week, with theCommission proposing on one hand two initiatives aimed atstreamlining and expediting the certificate process for newprojects, while at the same time seeking through a third measure toexplore the possibility of involving landowners earlier on in theprocess – a move that, while generally viewed as inevitable andeven necessary, could pose added headaches for gas pipelines.

Weekend Prices Crash on Lack of Fundamentals

Prices for the weekend were crashing faster and farther Fridaythan they had run up the day before. Declines that were often inthe area of 20 cents left many points not far above Octoberindexes.
