Faced with conflicting reports about the need for new pipelinecapacity to serve the Northeast quadrant of the country, theFederal Energy Regulatory Commission last week called for aninquiry into the area’s projected demand for natural gas over thenext 20 years.

Operating margins fell from $145.1 millionin the year-ago quarter to $136.9 million for the quarter endedDec. 31. Weather and poor results stemming from the company’spartnership with Sonat caused the poor performance.

The incident enraged manypeople, including one shareholder who demanded Higgins’resignation.

Frequently faced with sharp criticism from industry and WallStreet for its estimates on everything from supply and demand tonatural gas prices, the Energy Information Administration earlierthis month publicly admitted there were serious errors over morethan a decade in its gas and oil drilling data.

The Clinton Administration’s electric restructuring proposalreleased this week faced immediate praise and vilification bylobbyists and legislators. “I appreciate the apparent progress onthe Administration taking a position,” said Sen. Frank H. Murkowski(R-Alaska), chairman of the Senate Committee on Energy and NaturalResources. “But the devil’s in the details-and we don’t yet havethe details since DOE has yet to provide Congress with its specificlegislative proposal.” When that is provided “we can begin holdinghearings on their measure and the other bills before the EnergyCommittee,” he added
