Year Delay Sought for Related Islander East, Algonquin Projects

Islander East Pipeline Co. LLC and Algonquin Gas Transmission Co. have asked FERC for a one-year extension to complete construction of their companion pipeline projects in light of the hurdles that Islander East has faced in obtaining state permits for its Connecticut-to-Long Island natural gas line.

Panhandle Eastern Pipe Line has extended an open season for a proposed pipeline expansion and extension of its Muncie Lateral until June 11. The company is planning to add 500 MMcf/d of firm transportation capacity on the lateral in Ohio and will extend the line from Grant County, IN, to Cincinnati with 124 miles of 30-inch diameter pipe. The project is designed to carry more western and southwestern supplies eastward. It would increase access to gas supply from the Midcontinent, the Rockies, the Gulf Coast and from Trunkline LNG’s liquefied natural gas (LNG) import terminal in Lake Charles, LA for customers in the Midwest and along the East Coast. The project would provide additional transportation capacity to Dayton, Cincinnati and East Coast markets through connections at Lebanon, OH, to Texas Eastern Transmission, Columbia Gas Transmission and Dominion Transmission. It is planned to be in service by November 2006. Previously the open season was scheduled to end on May 14. FERC Gives Southern Star More Time to Complete MO Lateral

Acting swiftly on the pipeline’s plea for an extension, FERC last Monday said Southern Star Central Gas Pipeline could take an additional six months to complete construction and place into service a proposed lateral in Missouri.

Transportation Notes

East Tennessee Natural Gas expected to complete final steps towards placement of the Patriot Extension facilities into service Thursday afternoon and thus was accepting nominations for Friday gas flow on Patriot. The project’s service start-up was delayed from last week’s projection of this past Tuesday (see Daily GPI, Nov. 14).

SGR Holdings LLC said it is holding an open season from Nov. 5 to Dec. 5 to test market interest in extending the Southern Pines Energy Center pipeline/storage header north to interconnect directly with Southern Natural Gas Co. and Tennessee Gas Pipeline in Mississippi. The 12 Bcf Southern Pines salt dome gas storage field, which already has a FERC certificate, is expected to begin providing high-deliverability storage services in 2005.

Tractebel Gets Extension on Bahamas-to-Florida Pipeline

FERC last week granted Tractebel Calypso Pipeline LLC an additional year to complete its proposed $132 million pipeline, which would bring regasified liquefied natural gas (LNG) to Florida’s East Coast from a proposed import terminal in the Bahamas.
