Southern Natural Gas reported experiencing receipts in excess of scheduled quantities and pipeline capacity west of the Onward Compressor Station in North Louisiana since station capacity was reduced Oct. 1. The capacity cut resulted from an operational change required to ensure that Southern is able to provide firm storage withdrawals during the upcoming winter, the pipeline said. Because receipts in excess of capacity can threaten system integrity, Southern said it was implementing a Type 5 OFO effective with the start of Saturday’s gas day until further notice. The OFO applies to all receipt points upstream of Onward and affects only shippers with long imbalances. Any receipts that exceed nominations above a 4% tolerance will be subject to penalties of $15/Dth.

CenterPoint issued an Operational Alert, saying it was experiencing capacity constraints on the far west end of Line AD in Oklahoma’s Hemphill and Roger Mills Counties (westernmost portion of the West 1 Pooling Area). It listed 15 receipt points as being constrained (see the bulletin board for details). Effective with the start of Wednesday’s gas day CenterPoint limited capacity on the affected section of Line AD to 70,000 Dth/d until further notice, but said it anticipates no impact on its ability to meet primary firm receipt obligations or overall receipt entitlements in the West 1 Pooling Area.

Saying drafting continues on its south system and that the Washington Ranch Storage facility has been experiencing maximum withdrawals since Monday, El Paso declared a Strained Operating Condition (SOC) Thursday. Although the SOC is directed specifically at the Arizona Public Service utility and Panda Resources’ Gila River Power Plant, the pipeline urged all shippers to bring their supplies and demand into balance to minimize the SOC’s duration. The imbalance threshold for negative daily imbalances was set at 7%.

Screen Boosts Cash, Likely to Depress It Also

The cash market added the previous day’s 11.2-cent screen gain to the modest amount of heating load it is experiencing and got the sum of rising prices Tuesday. Rockies/Pacific Northwest/San Juan quotes tended to lead other market areas in achieving overall increases ranging about a nickel to nearly a quarter.

Trunkline shut in all receipts and deliveries between Cypress Compressor Station north of Houston and Gate Valve 32 after experiencing a rupture early Wednesday downstream of the station. No fire or injuries resulted from the break. All receipts upstream of Cypress must have nominated deliveries upstream of Cypress. Available upstream delivery points include Cokinos-San Patricio and DEFS Katy, the pipeline said. It encouraged shippers to call their downstream delivery point operators to see if they would be accepting gas from Trunkline during the outage. In a late afternoon update, Trunkline said the outage will extend through Friday’s gas day, but it would accept nominations through the shut-in segment for Saturday flow beginning Thursday. The affected section of pipe will be required to operate at a reduced operating pressure that will limit its capacity to 250 MMcf/d until further notice.
