TGT said Thursday it had “experienced an issue” with an in-line inspection tool that was running upstream of block valve 3 on the Fayetteville Lateral between the Grandview and Bald Knob compressor stations. The pipeline said it continued to hold physical supplies coming in upstream of the valve to 350,000 MMBtu/d Thursday, but will take 10 receipt points to zero flows Friday while it performs maintenance to remove the inspection tool from the line. Three receipt points in the area will remain available while the work, which is expected to be completed by the start of Saturday’s gas day, is being done, TGT said.

Rockies Express (REX) said Thursday it has experienced delays with its two remaining horizontal directional drills and now projects it will begin interim service on REX-East in mid-May. Late last month the pipeline said service on the segment would begin in late April or early May (see NGI, March 30). Most notably, the Wabash River has significantly exceeded flood stage and is projected to remain above flood stage through the coming week, the pipeline said. REX affirmed its previously projected in-service dates for Lebanon, OH (June 15), and Clarington, OH (Nov. 1). Initial REX-East service is projected to commence mid-May with a capacity of 1,800 MDth/d into Zone 2 and 1,600 MDth/d into Zone 3. Zone 3 delivery points for interim service will include deliveries to NGPL (Moultrie County, IL), Trunkline (Douglas County, IL), Midwestern (Edgar County, IL), and Panhandle Eastern (Putnam County, IN). In addition, REX expects to have the Ameren (Moultrie County, IL) delivery point available for service contemporaneous with the interim service delivery points, it said. Service to Lebanon is projected to commence June 15 with a capacity of 1,600 MDth/d to the Lebanon delivery points and a pipeline capacity of 1,800 MDth/d to the interim service delivery points upstream of Bainbridge Compressor Station. In-service of the fully powered REX-East pipeline to Clarington is projected to commence Nov. 1.

CAISO’s One-Week MRTU Report: More Questions, Few Answers

In the first days of its new day-ahead market for grid balancing, the California Independent System Operator (CAISO) and its major participants have experienced some anomalies in terms of phantom congestion, but with the complex system of 3,000 pricing points it is difficult, if not impossible, to troubleshoot and find answers, according to officials at the Folsom, CA-based grid operator. In the meantime last Tuesday, CAISO’s transition drew praise from one FERC commissioner.

ANR reported that based upon review of its operations and an increase in hydrocarbon dew point (HDP) levels experienced from processing plant operations, it has determined that hydrocarbon liquid fallout is anticipated absent an HDP posting. Thus, effective Friday ANR is establishing an HDP limit of 25 degrees F for receipts between the Defiance and Eunice monitoring points in South Louisiana. This limit, which will not apply to receipt meters flowing 500 Dth/d or less, will remain in effect through Dec. 31, ANR said. See the bulletin board for further details.
