A consumer advocacy group and environmental organization on Monday urged FERC to deny a request by Dominion Cove Point LNG to exempt a 800 MMcf/d sendout capacity expansion of the company’s liquefied natural gas (LNG) terminal in eastern Maryland from the agency’s open-season and cost-of-service regulations.

Generic Waiver of Buy-Sell Ban in OCS Rejected

FERC last week rejected Williams Energy Marketing &Trading’s request to generically exempt Outer Continental Shelf(OCS) pipelines from FERC’s ban on “buy-sell” transactions. But itdid allow a “limited waiver” of its policy for the MineralsManagement Service (MMS) to carry out its royalty-in-kind programin the offshore.
