Crosstex Energy LPhas completed phase one of the Cajun-Sibon natural gas liquids (NGL) expansion project, which connects the partnership’s Eunice fractionator in South Louisiana to Mont Belvieu, TX, supply pipelines in East Texas. Commercial deliveries of NGL product to the Eunice, Riverside and Plaquemine fractionators began in early October. The Eunice fractionator began operations on Nov. 6 at a rate of 15,000 b/d of NGLs. The pipeline is currently delivering 25,000-30,000 b/d of product into various Louisiana delivery points and is expected to be moving its full volume of 70,000 b/d by the end of 2013. The second phase of the expansion is scheduled for completion in the second-half of 2014 and includes expanding the Cajun-Sibon pipeline capacity by an additional 50,000 b/d to a total of 120,000 b/d; the installation of a 100,000 b/d fractionator adjacent to the partnership’s existing Plaquemine gas processing complex; the modification of the Riverside fractionator facility; and the construction of several natural gas and NGL pipelines to expand the partnership’s capabilities and market connectivity.

Plains All American Pipeline LP’s Plains Gas Solutions experienced a fire Saturday at its Basile gas processing facility near Eunice, LA. One employee was injured and is in stable condition at an area hospital. The cause, extent of the damage and time required to repair the facility are not yet known. The Basile Plant is a 150 MMcf/d cryogenic processing facility. Neither the operation of the Basile Plant nor the fire have any impact on the operations at PAA Natural Gas Storage’s Pine Prairie facility, located nearby, Plains said. Additionally, there is no impact to area gas producers, third-party gas processing facilities or natural gas pipelines.

ANR reported completing repairs at the Eunice Compressor Station in southeast Louisiana and has lifted all associated capacity restrictions.

Second Pipe Contractor Indicted for Rigging Bids on Projects in CO

A federal grand jury in Denver last Tuesday indicted a Eunice, NM-based construction company and two of its executives for participating in a bid-rigging conspiracy involving natural gas pipeline construction projects in Colorado. The company is the second pipeline contractor to be indicted for bid rigging in less than a year.

El Paso said it has determined that a pipe anomaly between the Eunice and Pecos River Stations will require replacement of about 80 feet of pipe, which will begin at 8 a.m. MST Thursday and is expected to take 12 hours. The reduction in segment capacity will be about 200 MMcf/d out of a base capacity of 400 MMcf/d. The IPENNWELL interconnect will be completely shut in for the duration of the work, but based on current levels of throughput, El Paso expects minimal service impact.

ANR Pipeline said that due to an unforeseen engine outage at Patterson Compressor Station it will need to restrict the Patterson-to-Eunice delivery capacity in Louisiana to 650,000 Dth/d through July 17. Based on current nominations, the reductions are expected to result in the curtailment firm secondary and IT nominations.

Patterson to Eunice delivery capacity will be reduced to 650,000 Dth/d through Friday. Based on current nominations ANR said it anticipates that the reductions will result in the curtailment firm secondary and interruptible nominations.
