TransCanada advised shippers Friday that due to forecasts ofwarmer than normal weather in the Eastern Delivery Area, diversionsand IT to the South West Delivery Area might be curtailed over theweekend and possibly into this week, depending on marketconditions. Diversions from Niagara and Chippewa would be excluded,the pipeline said.

Excelergy, a software solutions company that is currentlyinvolved in projects with Altra, Southern California Gas Co. andEastern Enterprises, announced yesterday that it plans to gopublic. The Boston-based company filed its registration statementwith the SEC last week. All of the company’s shares are beingtendered for sale, Excelergy said. It intends to use the netproceeds for general corporate purposes including working capitaland potential acquisitions. The company specializes in billing andcustomer information software applications. Current products on themarket include the ABP 3000 customer relationship management andbilling software, the eXACT family of business-to-businesstransaction management solutions and the e-Choice NetInternet-based consumer choice solution. When available, copies ofthe preliminary prospectus may be obtained by the IPO’sunderwriter, Deutsche Banc Alex. Brown.

El Paso Managing Assets for Boston Gas

El Paso Merchant Energy Co. made a three-year asset managementagreement with Boston Gas Co., a subsidiary of Eastern Enterpriseseffective Nov. 1, 1999. El Paso will provide gas supply managementto Boston Gas and affiliated LDCs Colonial Gas Co. and Essex GasCo. Service includes arranging gas supply, managing interstatetransportation, and optimizing underground storage. Massachusetts’Department of Telecommunications and Energy approved the deal Oct.18.

Affiliated pipelines Texas Eastern and Algonquin notified shippersTuesday evening that OFOs (or a Critical System Warning in Algonquin’scase) similar to those canceled Monday (see Daily GPI, Jan. 25) would go into effect later thatnight. As before, the OFOs require uniform hourly deliveries in themarket area and carry other restrictions such as no acceptance ofdue-shipper imbalance nominations. Effective today Algonquin isallowing only Primary Firm services through its Cromwell (CT)Compressor Station.

More favorable operating conditions allowed Texas Eastern to cancelMonday the OFO for its M-3 market zone that began a week earlier (seeDaily GPI, Jan. 19). All M-3 OperationalBalancing Agreements that were suspended are back in effect, Tetcosaid, and storage nominations may be restored to pre-OFOlevels. However, a restriction on IT gas sourced upstream of M-3 anddelivered there is still in effect. Due-shipper imbalance gas may betaken in all zones again, Tetco said, as long as it is scheduledproperly and taken evenly through the rest of January. Downstreamaffiliate Algonquin similarly canceled Monday the Critical SystemWarning it had posted Jan. 17 (see Daily GPI, Jan. 19), but left in place restrictions onmainline forward hauls for Authorized Overrun gas, interruptibleservices and due-shipper makeup gas.
