Kinder Morgan Opens 375 MMcf/d Gas Pipeline to Mexico

After being on the drawing board of several companies for more than eight years, a 95-mile natural gas pipeline system to Monterrey, Mexico, from South Texas finally went into service last week. Kinder Morgan Energy Partners LP (KMP) said its new Mier-Monterrey gas pipeline was placed into service March 20 and is transporting 375 MMcf/d of gas under a 15-year contract with Pemex Gas Y Petroquimica Basica (PGPB).

Drawing the ire of many marketers and traders, the American Gas Association (AGA) stunned the market for a second week in a row last week by announcing a revision to the extremely low 3 Bcf storage injection it reported for storage activity during the week ending Aug. 10. AGA said the number should have been 50 Bcf.

The gas-thirsty U.S. market is drawing comers from around the world, with another consortium at work to export Bolivian liquefied natural gas (LNG) to the U.S. West Coast. France’s TotalFina Elf, Spain’s Repsol YP, Britain’s BP and British Gas, and Bolivia’s Yacimientos Petroli feros Fiscales Bolivianos are considering plans to export some of the country’s 6,000 Bcf in proven gas reserves to California markets.

Drawing parallels between the natural gas industry’s efforts several years ago to create seamless gas markets, FERC Commissioner William Massey last Tuesday called on the electric power industry to develop regional transmission organization (RTO) interregional coordination standards by the end of this year. In the absence of industry action on this front, FERC will have to take matters into its own hands, Massey warned during a technical conference.
