While Gov. Jerry Brown already has declared he will seek to fine-tune its provisions next year, California’s new law (SB 4) regulating hydraulic fracturing (fracking) will not have final rules implemented for the industry to follow until 2015, although the law will be effective on Jan. 1 (seeShale Daily,Sept. 24).

During an oversight hearing Wednesday by the House Natural Resources Committee on U.S. Department of Interior (DOI) operations, discussion frequently — and fractiously — turned to regulation of hydraulic fracturing (fracking), with Republicans calling for states-only oversight and Democrats complaining that proposed draft federal rules fall short.

California regulators on Thursday without discussion approved changes for Sempra Energy’s Southern California Gas Co. (SoCalGas) regarding natural gas producers in the state accessing its pipeline system and, separately, a deal in which SoCalGas provides compressed natural gas (CNG) services to a major bus fleet operator.

The Senate Energy and Natural Resources Committee has scheduled three forums on natural gas issues in May. The forums, which would be held in a roundtable format “to encourage discussion and allow flexibility to find areas of agreement,” would include input from members and a variety of stakeholders, according to committee Chairman Ron Wyden (D-OR) and ranking member Lisa Murkowski (R-AK). Topics for the forums are “Infrastructure, Transportation, Research and Innovation” (May 16), “Domestic Supply and Exports” (May 21) and “Shale Development: Best Practices and Environmental Concerns” (May 23).

Helping lead the charge for an eventual bipartisan and serious discussion about the future U.S. energy policy, Wyoming Gov. Matt Mead said Friday the federal government “doesn’t have a corner on the market” for regulating the oil and natural gas drilling process of hydraulic fracturing (fracking).

In a state where water historically has dominated the energy discussion, there is more talk of oil and natural gas development, following the state’s adoption of new rules and regulations governing the expected increase in exploration and production (E&P) activity.

Wyoming Gov. Matt Mead on Tuesday kicked off what he hopes will be a public discussion on the establishment of a network of carbon dioxide (CO2) pipeline corridors that ultimately could be used to site all other types of energy pipelines, including natural gas, oil and liquids.

The energy industry — thanks to advances in drilling and production techniques resulting in growing natural gas and oil supplies — can lift the U.S. economy out of its doldrums, but only if government regulation and permitting requirements don’t get in the way, speakers at a recent industry conference in Houston said.
