AZ Regulators Oppose Power Corridor to Bail Out California

Arizona Corporation Commission (ACC) regulators are planning to write to the federal Department of Energy (DOE) to oppose the concept of federally designated electricity transmission corridors. The ACC is poised to take a position different from neighboring regulators in California who once opposed the concept but now support it.

Transmission Line Siting Guidelines Proposed by FERC

FERC last Thursday proposed regulations to coordinate all federal authorizations and related environmental reviews of proposed transmission facilities in designated national interest electric transmission corridors. The regulations would apply to entities filing applications for transmission line facilities.

Transportation Notes

Based on forecasted markets, available facilities and capacity utilization, Columbia Gas designated Tuesday as a “Critical Day” in Market Areas 21 (southeast New York), 33 and 34 (both southeast Virginia). The pipeline projects that all available capacity to those market areas will be required to meet firm service obligations, leaving zero nonfirm capacity available. Shippers with primary firm rights or secondary priority rights to the affected market areas will not be impacted.

After being designated a Tropical Storm late Thursday, Fabian achieved Hurricane status Friday afternoon, becoming the third storm to reach that designation this season. As of 5 p.m. EDT Friday, the storm was swirling westward through the Atlantic 1,075 miles east of the lesser Antilles, according to the National Hurricane Center (NHC).

NewPower Named Interim Pooler in GA

The NewPower Co. has been designated sole interim pooler for the Atlanta Gas Light (AGL) market by the Georgia Public Service Commission (PSC) for a one-year term starting in July. The interim pooler is a safeguard against bankruptcies for the 1.3 million gas customers in AGL’s territory the state, which has seen several marketers fail since AGL exited the gas merchant business two years ago. NewPower won the position over several other suppliers, including Infinite Energy and Georgia Natural Gas, after meeting certain criteria of the Public Service Commission.

Williams will abandon service Sept. 1 on its Pampa Line(designated as Line Segment 470), which runs from Hemphill County,TX to the Alva Compressor Station in Woods County, OK. As of Sept.1 Williams will not confirm nominations at any of 10 Pampa Linereceipt points. Point operators must either find other outlets fortheir gas or shut it in, Williams said. Shippers currentlytransporting from those points must replace the gas with othersupplies. The Hobart Ranch and South Bishop receipt points and theArnett and Irrigation delivery points, once connected to Pampa,have been moved to the Canadian-Blackwell Line (LS 458) and canstill be nominated on Williams.
