Senate Panel Told Pipeline Permitting Taking Too Long

The permitting process for oil and gas pipelines is getting longer, which could harm other sectors of the economy, such as manufacturing, according to testimony before the Senate Committee on Energy and Natural Resources on Tuesday.

Merchant Energy Holdings LLC is holding a nonbinding open season through Feb. 20 for up to 8 Bcf of firm, high-deliverability, multi-cycle working gas storage capacity available April 1 at its ECGS facility in Logan County, CO, about 90 miles east of the Cheyenne Hub. ECGS began operation in April and is completing its second phase of expansion, which includes additional injection/withdrawal wells, gathering and processing facilities and gas compression. ECGS is connected with Trailblazer Pipeline and has access to other major pipelines at the Cheyenne Hub. Total injection and withdrawal capability after the expansion will be more than 200,000 Dth/d. Caledonia Storage Expansion Gets FERC Green Light

FERC Thursday approved a proposal by Caledonia Energy Partners LLC, an affiliate of Houston-based Enstor Operating Co. LLC, to expand its existing high-deliverability, multi-cycle storage facility in northeastern Mississippi, as well as a request to vacate authorization to proceed with a separate project.

The Federal Energy Regulatory Commission approved Golden Triangle Storage Inc.’s (GTS) plans to construct and operate two high-deliverability salt dome storage caverns in Jefferson County, TX, and granted the AGL Resources subsidiary’s request to charge market-based rates for the new capacity. GTS plans to build Caverns 3 and 4 and associated facilities, including a 14,205 hp compressor station, a header system consisting of two parallel 24-inch diameter pipelines and six bi-directional metering stations, beginning later this year. The proposed expansion would increase the total capacity of the Golden Triangle storage facility to 49.38 Bcf (32.6 Bcf of working gas and 16.78 Bcf of cushion gas).

FERC last Thursday approved Magnum Gas Storage LLC’s proposal to build a high-deliverability, multi-cycle salt cavern natural gas storage facility in western Utah and a major pipeline header system. But it shot down a request by an affiliate to construct, operate and separately own the leaching facilities and ordered Magnum Gas to revise its application to include these jurisdictional facilities in it.
