CPUC Head Committed to ‘Selling’ Global Warming Policymaking

California is taking some risks in sprinting out front in setting energy policy based on global warming assumptions and delaying future benefits for utility consumers from some of these efforts, but the longer term costs of not doing anything would be far greater, according to California’s chief regulator, Michael Peevey. He made this point in a speech Monday to the Edison Electric Institute (EEI) Financial Conference in Las Vegas, NV.

MMS Delays Implementing New Fees Rule, Sets New Procedures for Comments on Five-Year Plan

In the wake of Hurricane Katrina, the Minerals Management Service (MMS) is delaying implementation until Jan. 1, 2006 of a final rule that had been due to go into effect Monday, Sept. 26. The rule will adjust some existing fees and implement several new fees for services the agency currently provides to the offshore oil and gas industry.

Transportation Notes

Weather is delaying leak repairs on the South Pass 77 527A-700 line, Tennessee said Wednesday, and it now expects to complete the first portion of the work Saturday. Last week Tennessee had anticipated being able to finish Wednesday (see Daily GPI, April 26). The South Pass 77A meter remains shut in during the project. It also will be required to shut in during additional work on the line that is scheduled for Sept. 19-26.

Transportation Notes

Sonat reported being notified that Enterprise Operating Partners LLC is delaying until further notice an outage of its Toca 1 processing plant in southeast Louisiana. The outage had previously been set to begin April 17 and last two to three weeks (see Daily GPI, April 8). Sonat planned to post a message about new PVR loss percentages on its bulletin board last Friday.
