REX-West, TransColorado Expansion Aiming for Jan. 1

As the pieces of the massive Rockies Express (REX) pipeline continue to fall into place, the in-service dates for some facilities have proven to be moving targets, as was evidenced last week by a construction update from REX.

SoCal Edison Parent Completes $1.2B Debt Restructuring

After two closing dates failed to materialize earlier in the week, Edison International, parent to financially ailing Southern California Edison Co., announced Thursday its newly created nonutility financing arm has completed a $1.2 billion debt restructuring that will close Monday. Through a complicated set of transactions within the Edison family of companies, the net proceeds ultimately will be used by Edison International to pay off loans due this year.

El Paso’s postponement dates for smart pigging of Line 1103 (seeDaily GPI, March 14) became inoperative after the pipelinedetermined that cleaning of the line would not be completed asexpected. El Paso said it will wait until Line 1103 is completelyclean before announcing a new pigging schedule. “By waiting, wewill only be able to give the notice one to two days prior to theevent, but we feel that is preferable to the possibility of havingto postpone yet another time.”

New Jersey on the Verge of a Deregulation Outbreak

Legislation with drop-dead dates for 100% gas and electricderegulation continued to march through the New Jersey GeneralAssembly Friday, as the state senate’s Economic Growth Committeeagreed to send a bill to both the senate and assembly floors for avote on Tuesday. If passed, the bill would force the state’s gasindustry to allow supply competition statewide starting Dec. 31 andstatewide electric generation competition starting Aug. 1. For itto become law, the bill needs to win a simple majority in bothhouses.
