Brief — Targa Permian Contract

KP Engineering LP(KPE) has been awarded a contract valued in excess of $100 million by Targa Pipeline Mid-Continent WestTex LLC, a subsidiary of Targa Resources Corp., to provide engineering, procurement and construction for a 200 MMcf/d natural gas cryogenic processing facility in the Permian Basin of West Texas. The facility, to be built near Midkiff, is to include a 5,000 b/d condensate stabilizer, low-pressure compression, intermediate compression, custody transfer metering, slug catchers and a control system for processing raw gas by extracting natural gas liquids and removing impurities.

Pressure Mounts to Tighten Rail Tank Car Standards

Pressure is mounting inside and outside Washington, DC, for the Department of Transportation (DOT) to order the retrofit or phase-out DOT-111 tank cars that are used to transport crude oil and ethanol by rail. Proponents of the effort note that a number of the tank cars involved in the fiery crash of tanker cars carrying Bakken crude in Quebec earlier this month were DOT-111 cars.

Marcellus Lease Involving Freshwater Impoundment Upheld

Chevron U.S.A. Inc.’s lease with a Marcellus Shale landowner in Fayette County, PA, allows the producer to construct an 11-acre freshwater impoundment to assist in drilling for natural gas, the Pennsylvania Superior Court has ruled.

LNG Offloading at Northern Natural Plant Approved by FERC

FERC Thursday approved Northern Natural Gas pipeline’s proposal to construct and operate facilities to offload liquefied natural gas (LNG) at its peak-shaving facility in Hancock County, IA, to respond more quickly in the event of outage emergencies, heightened demand and required maintenance, as well as to provide LNG liquefaction and delivery service to third parties on an interruptible basis.

Enbridge Energy Partners LP plans to construct a 150 MMcf/d cryogenic gas processing plant near Beckville in Panola County, TX, that would expand the partnership’s processing capacity to 820 MMcf/d in the Cotton Valley and Haynesville Shale regions. The plant, expected to cost $140 million, is to be located in the heart of the rich gas Cotton Valley, would interconnect with existing natural gas liquids infrastructure. Construction is to begin late this year with start-up in early 2015.

Truck Stop Operator, Shell Plan LNG Fueling Network

Ohio-based TravelCenters of America LLC (TA) and Royal Dutch Shell plc unit Shell Oil Products U.S. said Monday they have reached an agreement to construct and operate a network of natural gas fueling lanes at existing TravelCenters located along the U.S. Interstate highway system.
