Atmos Energy Corp. and Equitrans LP are pinning their hopes on FERC approving their proposals in September to build new pipelines to ease the capacity constraint in eastern Kentucky that has led to natural gas production being shut in for much of the year in that region.

A Declared Deficiency Period that took effect Wednesday on Northwest will last through Thursday. The constraint resulted from the scheduled installation of pigging facilities at M.P. 139 near the Moab (UT) Compressor Station, which reduced available capacity through Moab to zero. “Design capacity at the Moab Compressor on a south flow gas day is 355,000 Dth/d, resulting in a daily deficiency volume of 355,000 Dth/d,” Northwest said. During the Deficiency Period it is cutting nominations in accordance with its priority of service until the station reaches a net throughput of zero.

Pacific Gas & Electric did not extend a high-inventory OFO beyond Friday. However, the California market continued to be impacted by a similar constraint as Southern California Gas declared an OFO for Saturday. The utility would automatically reduce volumes for any shipper exceeding a 10% tolerance on deliveries into the system, a SoCalGas spokeswoman said.

Columbia Gas said maintenance beginning Monday on its VM-108 line will result in zero non-firm capacity through the internal constraint at Louisa and in Market Area 33.This restriction is tentatively scheduled to last seven to 10 days, Columbia said, but is subject to change for reasons such as third-party-controlled events and decisions, weather, work schedules, equipment availability, force majeure events, etc.
EIA-Inspired Screen Spike Likely to Boost Weekend Cash
The end of a major supply constraint depressed Rockies/Pacific Northwest quotes, but the rest of the market added to Wednesday’s small gains with ones that often were slightly larger Thursday. A soaring natural gas screen following the storage report is expected to keep the general bullish streak going Friday, possibly even igniting a rebound in the Rockies.
