North Baja Pipeline Considers Extension to Phoenix, Other Expansions

North Baja Pipeline sponsors, Sempra and PG&E Gas Transmission, announced an open season to test market interest in building a 130-mile extension from the existing pipeline near Yuma, AZ, to markets in Phoenix, AZ. The new pipeline extension would be used to transport regasified LNG to Arizona from terminals near Tijuana, and pipeline sponsors also will test the market for interest in other potential expansion projects to transport regasified LNG.

Senate Considers CFTC Regulation of Price ‘Disseminators’

While the Federal Energy Regulatory Commission (FERC) prepares to issue a pronouncement Wednesday that is expected to endorse an industry consensus for adjustments to the current natural gas and power price reporting function, the Senate Energy and Natural Resources Committee is considering adding a provision to the energy bill that would regulate price publishers under the Commodity Futures Trading Commission (CFTC), according to Senate sources.

LADWP Considers Suing Reliant Over Past Gas Supply Contract

The nation’s largest municipal utility, the Los Angeles Department of Water and Power (LADWP), said Monday its legal counsel is currently assessing whether the giant city-run utility will file a lawsuit against Houston-based Reliant Energy for in excess of $200 million of alleged overcharges in a 1999-2001 natural gas supply deal, according to LADWP’s General Manager David Wiggs. “We’ll know in a couple of weeks whether we’ll go ahead with a lawsuit,” Wiggs said during a brief interview Monday with NGI.

Houston-based junior independent Contango Oil & Gas Co. may sell all of its onshore assets and 99% of its current production, all located in South Texas, the company announced on Wednesday. Using the proceeds, the company wants to get back to what it does best: explore the onshore and offshore Gulf of Mexico for new reserves of natural gas and crude oil.

In a move that some might say could only happen in Texas, the City of Fort Worth may adopt an ordinance permitting natural gas drilling within the city limits. Still to be determined is the required distance between a well site and residential property, but under the current plan, wells could be drilled within 1,000 feet of homes. The city council was set to consider the ordinance this week.
