Sen. Ron Wyden (D-OR), chairman of the Senate Energy and Natural Resources Committee, has called on the Department of Energy to start the ball rolling on an “independent, unbiased” review of the FracFocus website to determine if it provides sufficient information to state and federal regulators on hydraulic fracturing (fracking).

Sen. John D. Rockefeller IV, chairman of the Senate Commerce Committee, has called on the Government Accountability Office (GAO) to examine the impact of growing shale oil and gas development on the nation’s rail and pipeline infrastructure.

During an oversight hearing Wednesday by the House Natural Resources Committee on U.S. Department of Interior (DOI) operations, discussion frequently — and fractiously — turned to regulation of hydraulic fracturing (fracking), with Republicans calling for states-only oversight and Democrats complaining that proposed draft federal rules fall short.

Ben van Beurden, 55, who was appointed downstream director and a member of the executive committee for Royal Dutch Shell plc in January, was named to succeed Peter Voser as CEO on Jan. 1 (see NGI, May 6). Van Beurden has been responsible for refining and marketing businesses, as well as overseeing the trading companies. He also is responsible for the petrochemicals manufacturing and marketing business, which has been eyeing expansions in the United States because of increased natural gas activity, as well as the gas-to-liquids business. He joined Shell in 1983 and has worked in Houston, the Netherlands, Africa, Malaysia and most recently, the UK. He is credited with helping to turn the petrochemicals operations to profitability after several quarters of big losses. The Dutch national earned a master’s degree in chemical engineering from Delft University of Technology in the Netherlands.

Even as an administrative process is ongoing to hammer out new state rules on hydraulic fracturing (fracking) by oil/gas regulators, the California Senate on Thursday passed on a 27-11 vote a measure (SB 4) to cover chemical disclosure requirements and public notice before fracking can take place. It drew short, at the industry’s urging, of placing any moratorium on the practice for an interim period.

James J. Kleckner has been promoted to executive vice president of Anadarko Petroleum Corp.’s international and deepwater operations and will join the executive committee, replacing Doug Lawler, who is to become CEO of Chesapeake Energy Corp. (see Daily GPI, May 21). Kleckner has been running Anadarko’s Rockies division, and the promotion “is a reflection of his global operational skills,” as well as his “instrumental role in the phenomenal growth of the Wattenberg field in Colorado and the Greater Natural Buttes area in Utah,” said CEO Al Walker. Kleckner, a graduate of the Colorado School of Mines, began his career in 1981 with Sun Oil Co. He is a member of the Society of Petroleum Engineers and the American Petroleum Institute.

The Ohio Department of Natural Resources (ODNR) wants lawmakers to restore several oil and gas rules that were included in the original version of the state’s biennial budget bill, but were stripped out by the state House of Representatives.

Officials with the Pennsylvania Department of Conservation and Natural Resources (DCNR) will participate in an online forum this week to discuss potential Marcellus Shale gas drilling in the Loyalsock State Forest.

While both oil and gas production rates in the Bakken Shale set records in February, there’s much more to come. With a large increase in multi-well pad operations, North Dakota’s chief oil and natural gas regulator expects to see “a big surge in production” in the Bakken Shale starting in June.
